Dark discharge from cat's ears?

We recently adopted a cat from a shelter; she's fairly young, and had presumably been spending a lot of time outside. Her ears are very dirty, and cleaning them doesn't seem to help much; the amount of material in one appears to be increasing. What are the likely causes?
